Troi was temporarily captaining the Marco Polo. Picard was pleasing with the Iconians for use of Their Gateways.
"Our presence threatened to tamper natural order on many worlds. Such chances were not always welcome ones, as I understand it. A change of heart a change of government....sometimes made our people stop and reconsider our presence. As a result we migrated across space, until we reached here. Since then we have abandoned contact with other people, contracting on standing realms our gateways couldn't reach."

The Universal Translator managed to work just in time when Picard had met the aliens.
The Enterprise just escaped this cosmic collapse of gateways, but than they weren't sure how Picard would get back.
Picard saved a man, because the atmosphere made his muscles stronger. He lifted a collapsed wagon that the man was trapped under. Chanik, a boy in the village, would take Picard to the city.

Picard and Chanuk were ambushed by two men. Picard roughed them up a tad, than told them to help the farmer, who would give them food for the service.
A Delton Ship exploded to awake Riker from a sound sleep. He was immediately called to the bridge. Data and Geordi couldn’t explain what was occurring. So he talked with Captain Oliv about it.
Picard noticed all the buildings were circular. He then heard a baby's cry. He saw a woman cry. He leapt into action of defence against a mob. They accused her of having the child with another and were going to kill them both. Picard didn't let that occur. He was telling Chanuk about laws and becoming a lawyer as they were leaving.
Picard found 14 resonators which puzzled him, because the Iconians didn't build duplicates. Picard went through the gateway with the help of Chanik.
Picard ran into Riker on the bridge of the Enterprise. Everyone was gratefully astonished to see him.
"This isn't like any disruptive event we've encountered such as viruses. We adapt and grow and learn from it."

Picard was speaking to the Iconians in French. He could not share that only he had the power to communicate with them because it might be taken away. He was able to communicate because he was the discoverer of their species.
